Civil Society groups in Baringo have called for speedy implementation of Baringo Public Participation Act 2015 .

While issuing a  joint memoranda ,Baringo County Civil Society Organizations Forum (BACSOF)  noted that its implementation will meet glaring gaps.

They lauded the county assembly efforts of  enacting public participation law to provide  a mechanism for involvement of public in governance process.

The Civil Society group said the county assembly played a pivotal role towards key decision-making process especially the county planning and budget making processes.

They urged for realization of the public participation to enhance the critical role of involving public acquire adequate and relevant information .

‘‘ There has been persistent top- down approach to decision even with support of the assembly in enacting the law. Implementation of this crucial document will ensure the public get access to important information,’’ the group’s chairman Philip Tomno told Rift News.

They blamed weak county civic education programmes saying it has lacked framework towards implementation of civic education to public.

The BACSOF reiterated that county government indebted to providing information due to the fact that they have inadequate knowledge on devolution.

Centre for Enhancing Democracy and Good Governance (CEDGG) programmes Officer Evans Boss added that the umbrella civil society group aims at ensuring information reach the common mwananchi.

He said the forum seeks to fast track implementation of the Baringo Public Participation Act ,2015 through formulation of policy framework.

Mr. Boss however pointed out planning and financing of public participation as key areas to approach to facilitate it’s implementation.

‘‘ Capacity building of duty bearers and right holders remains key areas required towards implementation of the act. The BACSOF is ready to partner with the county government in coordination of public participation and meet glaring gaps considered as impediment towards access of information to members of the public,’’ Said the CEDGG official.
